OREGON CHAPTER 31 - I.A.A.I.

DELIVERY OF THE EXPERT
COURTROOM TESTIMONY COURSE

 

The IAAI Board of Directors approved the recommendation of the CFI and T & E committees to allow Chapter delivery of the Expert Courtroom Testimony course. The pilot program, which will be re-examined in one year, will identify Chapter Facilitators for the presentation of the course on the Chapter level.

The IAAI will conduct Train the Trainer courses separately or in conjunction with the Expert Courtroom Testimony course delivered at the Chapter's locale. Expenses for the IAAI Facilitator will be paid by the requesting Chapter. After completing the Train the Trainer course, the Chapter Facilitator may present the course as often as desired without an IAAI Facilitator present.

Qualifications of Chapter Facilitators

* IAAI Certified Fire Investigator.

* Level One State/Province Instructor or equivalent.

* Chapter approval.

* Approval of Facilitator Application by Expert Courtroom Testimony Task Force.

* Successfully complete the Expert Courtroom Testimony, Train the Trainer course.

Chapter Responsibilities

* Provide appropriate classrooms, courtrooms, AV equipment and student manuals.

* Provide written confirmation of attorney instructors/ participants.

* Provide IAAI headquarters with copies of students final papers, evaluations, grading sheets and class roster.

* A $25.00 administration fee per student.

* A $200.00 annual Chapter Facilitator licensing fee.

* Reimburse the IAAI for expenses of IAAI Facilitator to locally train Chapter Facilitator.

IAAI Responsibilities

* Provide master copies of Student and Facilitator manuals.

* Issue Certificates to students.

* Provide Train the Trainer course to Chapter

* Facilitators at Chapter's locale.

* Provide Train the Trainer course at IAAI HQ, as needed.

* Provide Train the Trainer course at AGM, as needed.

* Deliver annual Facilitator updates at AGM.

* Provide updated manuals when required.

* Maintain database of students who have successfully completed the Expert Courtroom Testimony course.

* Provide a list of additional students to Chapter upon request.

The Expert Courtroom Testimony Task Force is currently accepting applications for Chapter Facilitators. A Memorandum of Understanding must accompany the completed application signed by a Chapter Officer. Pursuant to a letter from IAAI Director James Shinsky, the following proposals for CFI changes was submitted for CFI Committee Response and Action and subsequent voting. The results of the voting is as follows:

 

Proposal P01-001: Change "three year cycle" to "five year cycle" - Motion by Committee Chair Hankins, seconded by Director Sesniak that the proposal be accepted. Motion passed.

Proposal PO-002: Allow the use of "IAAI-CFI" and "CFI logo" by Certified Fire Investigators on business cards, letterheads and other business papers - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-003: New text, "business partners, associates of the firm or employees." - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-004: New text "and applicable page that identifies your expert opinion." - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-005: New text addressing documentation for training courses in video, self study programs and similar formats. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-006: New Text. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-007: New text providing CFI application on the IAAI Web site. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-008: Replace "monitor" with "proctor" - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-009: Replace "should" with "shall." - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-010: Add text "Chapter 8, Appeals Process" - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-011: Replacement text concerning recertification. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-012: Add the National Fire Academy testimony course as accepted alternative training for testimony requirement of CFI application. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. Motion passed.

Proposal PO-013: Change part-time experience credit to 5 points per year. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be accepted. - Motion passed with 1 no vote recorded.

Proposal PO-014: Remove Testimony requirement from CFI application but allow credit for actual Testimony. - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be rejected. - Motion passed with 1 no vote recorded.

Proposal PO-015: "Testimony experience will apply towards points for obtaining CFI status." - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be rejected. - Motion passed with 1 no vote recorded.

Proposal PO-016: "Successfully completing the IAAI Testimony or the ATF Testimony Course will apply towards points for CFI status." - Motion by Committee Chair Hankins, seconded by Director Doran that proposal be rejected. Motion passed with 1 no vote recorded.

Proposal PO-017: Find alternative way to certify field experience for government fire investigators. Motion by Committee Chair Hankins, seconded by Director Doran that proposal be rejected. - Motion passed.
